Can I enforce a referral fee contract for jobs in Small Claims as a private individual?

I am a professional contractor who often finds I have too many jobs to handle and like to pass them on to known qualified tradespeople. I don't do this as a formal business but as a side line of sorts. I do ask that the recipient of the referral (subcontractor) signs an agreement to pay me 10% of the total job. I have not taken anyone to court yet over this, but do seem to have a bit of trouble getting these otherwise nice chaps to respect the documents they willingly sign when they need work.
