Does my management company have to install window screens in my apartment?

I just moved into a new apartment in December. Now that the weather is getting nice, I want to open up the windows and get some fresh air, but I've realized that only 2 out of my 4 windows have screens on them. I called the management company and explained that I wanted the other two installed, but they said it wasn't their responsibility. She claimed it was the previous tenants' responsibility. This has never been the case in any of the other apartments I've lived in. Just wondering what
