How to claims the deposited money in a bank?

I have a friend who's living in the one of the refugees camp in Africa, his parents died, but before that his father has deposited a sum of money in one of bank in europe which he is the next kin. He want to claim that money but because his status and the laws of that country, he can't claims the money.
