The making of a $9.4M health insurance deficit for Manatee County schools

n The school district didn’t budget enough money to cover rising claims in any of those years. For example, in 2009, the school district budgeted $31 million for insurance claims, but paid out $33.2 million.n The actuary’s projections for the rising cost of insurance claims fell within the acceptable industry margin of error of 1 percent to 5 percent, except in 2010. The actuary projected $39.5 million in premium revenues that year, but the district received only $33.2 million
